AGAINST SOVIET. LONDON, November 20. The Daily Mail’s Vienna correspondent states: The entire ; ress gives prominence to Bucharest and Moscow messages concerning an alleged Ruma-nian-Polish war alliance against Soviet Russia, including the formation of joint armies under French command. The Neuo Freie Presse’s Moscow correspondent declares that an agreement between Poland, Rumania' and France provides for French naval cooperation in the Black Sea. It is asserted that the French Generals Lerond and Morin have already been designated to form a plan of campaign. It is stated that Hungary and Bulgaria would assist in forming a ring round the Soviet.
