WHO LET OUT THE CAT. ENQUIRY ORDERED IN FRANCE. PARIS, September 23. The ministry of Fort ign Affairs Las opened an enquiry into the leakage of the naval compromise agreement which is believed to have occurred at Geneva. It is officially regretted that the disclosures were made irregularly, otherwise there is general agreement there was no harm done, because the document confirms the Anglo-French Government’s sincerity in the attempt to reach an understanding. The only mischief consists of the use to which the document is subjected in Am< rica. French opinion believes the unfounded accusation is made in the United dates because of the American contention in internal politics, especially in view of the impending election There- exists an influential section in America, anxious to prevent AngloFrench co-operation toward peace. LONDON September 23. The “Morning Post,” connnbnting on the letter in “New York American” says: There seems to bo an organised conspiracy afoot to represent the Anglo-French preliminary understanding, as if it were intended to, isolate the United States. The promoter? ot discord first published a forged letter purporting to be from Sir Austen
Chamberlain. Now, the Hearst Press published x a letter alleged to be from M. Briand,x again representing it as anti-American. The inteiMion is obvious. During the Presidential election, any sort of brick thrown at England and France may’ bo popular with the Germans and Irish-Americans.
