General Sun Chuan Fang, addressing a meeting ot Chinese notables at Nan king, prior to the entry of the Feng tieners, wept as he declared that the disloyalty of his officers alone accounted for his defeat. It is reliably reported that Sur Chuan Fang (Shanghai’s military com mander) has agreed to hand over the defence of Shanghai to (’hang Tsung <’hang. Governor of Shantung Province between which and Shanghai is the province of Kingsu on the const. PEKIN. Feb 23. Sun Chuan Fang has abdicated as Kiangsi Army Commander. General Liu Shiang Ling, from Shan tung Province, has come south to reor ganise the forces of Sun Chuan Fang. He is accompanied by a fresh brigade of Shangtunges. Thus the long expected entry of the northern forces into southern Kiangsu commences, but whether to oppose or join the Cantonese is problematical. Governor ( hang Tsung Chang, from Shantung, who succeeds Sun Chuan Fang, entered Nanking to-day and assumed control of the city by arrangement with Sun Chuan Fang. Arrangements are being made for Fengtien troops taking over and gar risoning the railway southward of Nanking, thus enabling a Northern Army of approximately thirty thousand men which at present is entering Nanking to be rapidly thrown into the defence of Shanghai. There are indications that Sun Chuan Fang is now practically eliminated as a factor in the military situation. Several thousand white Russians in armoured trains, similar to those eni ployed in the dramatic coup to capture Shanghai earlier in the war are reported to be stationed within 20 miles reads to enter and protect Shanghai. Masses of Shangtungese crossed thYangtse and entrained for Shanghai and are preparing also to ship an ar moured train. AMSTERDAM, Feb. 23. The Dutch Government has ordered the battle cruiser Sumatra, visiting Shanghai, to remain there to protect Dutch Nationals. The Strongest Weapon. CANTONESE KEEP UP BOYCOTT. SHANGHAI, Feb. 23. Despite the Hankow agreement and Nationalists’ promise not to discriminate against British interests, reports f rom Hankow state that the boycott heretofore indiscriminate is definitely turning against the British, the labour union promising death to anybody supplying food and necessities to British people. The American Steam Company | has been warned that it will receive similar treatment if it continues to evacuate Britons. THE REBEL GUNBOATS. ABANDONED BY CREWS. SHANGHAI, Feb. 23. Sun Chuan Fang’s local authorities recaptured the gunboats responsible for yesterday’s firing after the escape of the crews from both vessels. A shell, fortunately a dud, was discovered in the British field hospital, in the heart of the Settlement. It fell during the bombardment. The French authorities have request; ed another five hundred troops from Saigon Settlement. Volunteers have been issued stgtd hvlmets.
