CAPETOWN, Julv 25

At the com lu-ion of the session of the Union Parliament, interest centres in a conflict between the Senate and the Assembly. Th e Senate has followed up its recent rejection of important industrial bill by insisting on an amendment affecting the franchise qualification of the Cape and Natal provinces, requiring the voters to vote where they reside, instead of retaining the option to vote where they are employed.

The Minister of the Interior, in moving that the Senate concur in the Assembly’s message, Requesting the Senate not to insist on its amendment intimated that he would not ask the Assembly to pass the INI) without this clause.

Premier Hertzog declared that if the Senate flings down the gauntlet, there is only one thing to do. Nevertheless the Minister’s motion was rejected by 13 to 12.
