BELGIAN POLITICAL DEADLOCK.
BRUSSELS, April 24. The Socialist Party, at a Congress, passed a resolution affirming the futility of continuing, negotiations with the other parties with tho view of forming a Cabinet. This decision -marks the breakdown of the inter-party consultations, which have been proceeding for the past week, and which aimed at securing a Cabinet with a working majority. BRUSSELS, April 24 M. Vandervolde (Socialist Leader) his informed the King that he is unable tn form a 'Cabinet.
