STILL A DEADLOCK. LONDON, January 13. Dealing with M. Rakovsky’s return tu Moscow and the Anglo-Soviet relations, the ’‘Times” says the position of the British Government is unaltered; namely, the resumption of the Anglo-Soviet negotiations is impossible while Moscow continues to demand impossible political treaties and guaranteed loans, and refuses to concentrate on purely commercial issues.
