U.S.A. AND RUSSIA
RECOGNITION REFUSED. (Received July 23, 10.30 p.m.) WASHINGTON, July 23. Mr Hughes (U.S. Secretary) reply ing to a letter from Mr S. Gompers (President of U.S.A. Federation of Labour), asking what is the American attitude towards Russia, has re asserted that the United States delegation would not grant recognition to the Russian Government at the present time. Mr Hughes says the United States, contrary to the European custom, did not withhold recognition from a Government arising from a revolution, but it must be assured that such a Government has popular support. Tn conclusion, Mr Hughes said: “The United States cannot consider the recognition of tho Soviet until it receives convincing evidence that tho Soviet will observe the fundamental conditions of international intercourse, and will abandon its persistent attempts to subvert the institutions of democracy as they are maintained in the United States and other countries.”
