MASSEY’S PROMISE. (Special to “Argus.”) WELLINGTON, July 20. In the House to-night, the Primo Minister foreshadowed an Electoral Bill this session. Mr Sullivan interjected: Will it b 3 proportional representation ? Mr Massey was not to be drawn. He said, however, that members would be surprised when the Bill was put before them. There is much conjecture as to what form the Bill will take. The Labour members are sure that it will be proportional representation for the cities, or else preferential voting.
