COMING IN GERMANY. (Rec. July 19, 10. 10 p.m.) BERLIN, July 18. The German Reichstag has carried the third reading of a compulsory loan bill. The limit of private wealth liable for subscription to this loan Ts fixed at throe million marks. The loan operates simultaneously with new laws relating to legacies and income tax.
