IS REDUCTION A SHAM? (Received July 13, 5.5 p.m.) TOKIO, July 14. The Japanese Press states that a large section of the public is denouncing the published plan of army reduction, which falls far short of the popu lar demand. The majority of the Press declares the reductions are largely on paper, without niateri: lly reducing the men. Premier Kato states that, a fur ther reduction in money and men is being worked out.
