A committee of nine delegates, representing the three Internationals, which met for the purpose of convoking a World Labour Congress, ended xvithout result, after recriminations wherein Mr Ramsay MacDonald accusicd the Communists of continuing the tactics of undermining trade unions on instructions from Moscow, and therefore he refused to join in the convocation of the Congress. The Soviet representative, Radek, reproached the Sec- ’ ond ’lnternational for not desiring a proletarian front, and said th.-'t Soviet .members no longer considered them- ; selves members of the committee. ! The three Internationals are: (I) Moscow, representing the militant extremists; (2) Amsterdam, comprising the political and more moderate elements; and (3) Vienna, which includes the British delegates and the reactionary section.
