TSARIST OFFICER’S CONFESSION. (Received April 1 at 5..5 p.m.) BERLIN, April 31. Two Tsa.rist officers, Scliabclski and Tabovitski, have been arrested over the shooting affray here. The former lias <'onfessed that he went to the Philharmonic Hall for the purpose of killing Al. Miliuko'ff, the Cadet leader, whom lie regarded as being responsible for Russia's misfoTtuncs. Schabe'lski theatrically harrangued the German Police officials, justifying his deed. It appears Hint, amid the confusion following the assassination, a number of the audience ovcrpowcreu *he assassins, as they stood on the plaiTorm holding smoking revolvers.
