AN INVESTIGATION PROPOSED

LONDON .September 17. In connection with the Inter-Allied Labpur Conference just opened, word has been received that there are official Russian delegates, delayed at Stockholm. They have telegraphed referring to sanguinary Bolshevik orgies and unspeakable suffering By the people. They appeal to the Western Proletariant to send a commission to investigate as to the Soviets* Government's policy, and alßOjbhe attitude of the people towards that policy.
