GERMANY'S ANSWER TO AMERICA.
WELLINGTON, April 12. •Count Bernstoft' has intimated to Mr. Lansing (United States Secretary of Foreign Affairs) that Germany will continue her submarine policy until the end of the war unless Britain is induced to abandon the blockade. Germany answers th,e United States that the Sussex was not attacked but another vessel in the neighbourhood was torpedoed. Germany admits that the Englishman, Englepoint, Berwindall, and Manchester Engineer wiere torpedo, but" the action was legal and in accordance" with the rule J s -of war._ ; <? , „ . ; .
