SINKING OF THE PALEMBANG. LONDON, April 12. The Dutch Shipping Council has delivered a judgment declar ing that two torpedp<es^ .hit the Palembang and were fired without warning. The vessel's natio nality was clearly shown. Twelve British "steamers and the Smeaton and Italian steamer TJnione have been sunk.
