WASHINGTON June 30. President Wilson refused to accede to the suffragists delegations' demands for his support of the movement for woman's suffrage amendment to the 'Federal Constitution, adding his personal conviction that the suffrage :s---sue was one for settlement by the States and not by the Fiederal Government.
