SYDNEY-, July 23

Before, the Commission of Inquiry into the Working of the Industrial Laws, Mr. Hughes (Director of the Colonial Meat Company) submitted a scheme to prevent strike losses.

He suggested that 10 per cent, be deducted from the wages of employees until it reached an equivalent of two months' pay.- . This should -be. banked at 4 per cent, interest, the employer to add 6 per cent, interest thereto ; the moenys to be available for investment with the approval of the employers, who would pay 10 per cent, interest hereon. If at the end of eighteen months any sum held in deposit exceeds one month's wages, the balance should be returned to the employee with full accrued interest, prov.ded that he had not participated in a strike during the period; but if he had participated in a strike the deposit should be forfeited and applied to make wood any loss sustained by tke^ employer.
