During the journalist libel actions arising out of the Pan r German Morocco campaigni, the evidence revealed that Mr Lloyd George's speech caused' the. reversal of German policy. Herr Von Kiderlin-Waechter, af.ier the-de-spatch of the Pan'-her, informed a jour nalist that he; wanted Matador 1 at least, while Herr Zimmerman, Foreign ' Under-Secretary, told H^ie Pan-German League that "We shaJl stick to Agadir. We doni't wan* compensations. We want Morocco. France offers us thei Congo." This was apparently a reference M.
