A VIGOROUS SPEECH BY EARL GREY
LONDON, Feb 27. Earl Grey slates that when it was made clear that Belgruim intended to assume control of the • -Congo on satisfactory conditions they should discuss with Beteuim in a friendly way all the questions arising from our treaty rights. Should, however, a transfer not occur we were free to deal with tihe question in our own way. l'he Congo State as it existed forfeited mortally every right to international fecogni; tion and if Belguim assumed the responsibility fox the - -eount-rv the British Government would dp its "utmost to find the means of securing its practical results in reform conditions in the Congo.
