BOROUGH COUNCIL.
The usual fortnightly meet'ng of the Borough Council was held last evening. Present — His Worship the Mayor, Crs Campbell, Kettle, Smith, Hall, Hildebrand, O'Kane, Glough and Sheedy. The minutes of the previous meetirg were read and confirmed. The outward correspondence waa read aad approved . The inward correspondence was rsad and dealt with. Letter from Town Clerk, Wellington, atating that a Municipal Asßoctathn had been formed and asking whether the Grey Borough Council would join.— Cr Campbell Bald ha thought a resolution had a 1 ready been passed agreeing to join the association. After oonie dUcussion it was decided that the clerk look up the minutes, and if proved that no action had been taken tbab a reply be sent stating that the couucil is prepared to join the association. From the Treasury forwarding Ll3B 8s 6d. From the Registrar General forwsrding copy of Vital Statistics. From General Manager New Zealand Midland Railway Company for permission to erect timber sheds on reclaimed land. — The Mayor stated that a similar application had been made to the harbcr board, that body had given their permission charging a nominal rental of LI pet

annum for a period of five years, the Company to remove the building at three months' notloe, and he moved that the council follow their example and offer the same terms. Carried. From W. J. Joyce, secretary of the school of mines, asking if the council would set apart a portion of the building recently acquired for a library and reading room, for the purposes of a school of mines. — Resolved that tha letter be referred to the library committee for raport. From District Railway Manager, Greymouth, applying to register machine shop on Upper Mawhera Quay under the Factories Act; Letter receved. From Treasury, requesting payment on Ist instant of L 47 2s lOd interest on Cobden bridgaloan. Received. ... Fjr.om.Wm. Griffiths, Preßton Road, requesting that a reduction be made in his ground rent, a portion of the land having bsen rendered valualeas. Refecred to the reserves committee to report upon to next meeting of the council. .From residents in Shakespeare Etreet objecting to curtailment in the width of , the street. Referred to public works committee to report upon tD next meeting .of the oouncll. From J. P. Will, manager of the Union Bank of Australia, requesting to have .hia name placed on the burgeßS roll in place of Mr J. L. Barnicoat, removed to cßlenhelm. Received. ; . ; From B. Hart, to have his name placed •on, burgeßß roll for section No. 357, Bhakespeare street, in plaoe of Mr O. S. Smith. Received. From W. Kittlety to have hia name on burgees roll for Bectlon No. 69, ShakeBpeare Etreet, in place of MrF. Campbell. Received. From District Engineer, in raply to request of the Council to cover or fence in upper end of the tidal creek draiu, stating that until the culverts opposite Albert and Tarapuhi streets were lowered it would be impossible to grade the drain sufficiently to allow the water to flow, bnt if the council would lower the culverts in question he would at end to the matter. Referred to the Borough Engineer for report. Petition from fifty-two ratepayers, ieque3tlng the council to take the necessary Btepa to give the ratepayera another opportunity of voting for a water-aupply scheme- Petition received and ordered to lay on the cable for 14 days. Report of finance committee read and adopted. The works committee report which waa read, had reference only to the Alexander street water tank. A report from the Borough Engineer waa attached, ttatlng that as the tank still leaked he could not see his way to pass it.— Cr Sheedy said it was time to settle the dispute with the contractor. — The Mayor said the works committee could not override the opinion of the engineer. —Mr Lord, who was preaenf, explained that he had tested the tank on two occasions, and found it would not hold water. If the specifications had j been carried out it would be watertight the came as the one in Tainni street constructed by Arnett and Seabrook. Until BfrO'Donnell made good the defect he ahould decline to pass the work. Report received and adopted. The reserves committee's report recommending that certain expired leases should be let by public tender as from the Ist of January was received and adopted. The report of the steam fire-engine committee wa3 read. It recommended . the purchase of one of Shand and Mason's engines with hose, &c, at a cost, landed in Greymouth, of about L 950. — The Mayor BUggeßted that the consideration of the report stand over, and that it be dealt with together with the petition for a water supply at the next meeting of the council.— Cr Hildebrand protested, the matter had no connection with a water supply and urged that the council proceed to deal with the report at once. — Cr Kettle thought it could very well be allowed to Btand over a fortnight. — Cr Sheedy siid it would be suicidal to adopt the report in face of the petition which had been presented. Invecaryili had a steam fire engine, but aa soon as they got a water supply it was of no further use to them. If the wafer supply scheme failed again to be carried he would support the purchase of an engine. — The Mayor said he would recommend deferring consideration of the report for a fortnight in deference to the wishes of the petitioners who point out that the proposed water supply scheme will in all probnbility be carried. After some further discussion the report wag ordered to lay on the table. The report of the inspector of nuisances was read. It etitsd that the borough was free from naisances of a eerioua nature, and where complaints had been made, the offending parties had immediately complied with hia directions. Toe cattle roaming nuisance would shortly cease as he intended to take proceedings againat owners of straying cattle and horses. Report received. < Cr Sheedy moved, pursuant to notice, that the resolution appointing the police j inspectors of nuisances, &c, be rescinded and that freah applications be called. Seconded by Cr Hildebrand. Motion negitived. Ayes— Cra Sheedy, Hildebrand, O'Kaue and Clongh. Noea— Cra Smith, Campbell, Hall, Kettle and the Mayor. This being all the business the meeting terminated.
