A feeling of amazement has been created at the attempt of the New South Wales Government to make Sir Saul Samuel, Agent-General for the colony, for the failure to float the loan of £5,500,000, which was announced in July. Sir Saul Samuel states that he has no intention of resigning. Ib is considered improbable that Turkey will resort to force for the maintenance of her claims regarding Roumelia until the nature of the action to be taken by the other European Powers in the matter is known. The Russian Government insists that the question shall be referred to the other Powers for adjudication, and a conference is likely to be shortly arranged. It is expected that the revolutionary change that has been made uniting Roumelia to Bulgaria viil be recognised by the Conference, subject to certain conditions. News has been received from Magdala that 8000 Abyssinian troops started on the 15th inst. for Kassala, in order to rescue the garrison. The negotiations between Germany and Spain in relation to the disputed possession of the Caroline Islands, are still pending. The Russian officers in the Bulgarian army, have resigned their commissions in consequence of the complications that have arisen in Roumelia, while the Envoy and Minister for Great Britain inßoumania' has communicated with the Imperial authorities asking for instructions as to * how he is to act in the critical state of affairs which has arisen. j i September 25. The Marquis of Salisbury, speaking | with regard to the revolution in Roumelia, has stated that it is impossible under the circumstances for the British Government s to oppose the action of Prince Alexander of Battenburg, in connection with the union of Bulgaria and Roumelia, • The Times to-day warmly denounces the opinion expressed by the Marquis of Salisbury, whose folly it declares is incredible, and will ensure the defeat of the Conservative party at the approaching general election. ( Greece is mobilising her army. It is reported that Russia will declare war against Turkey if Turkish troops invade Roumelia. September 27. The British Cabinet has been convened j for Tuesday to take into consideration the j Roumelian question. I It is stated to be untrue that the Marquis of Salisbury has supported the proposition for the stctfois quo ante to be resumed.

Prince Alexander has offered to abdicate if such action will facilitate the accomplishment cf the unity of Bulgaria; and Roumelia. : In view of the approaching gemral elections, which are to take place H in November next, Salisbury, ;as Prime Minister, is about to issue a Ministerial manifesto.
