PACIFIC MENACE

AMERICA TO MAKE AiR SURVEY OF ISLANDS. PERSISTENT REPORTS OF JAPANESE FORTIFICATIONS. FLAGRANT TREATY BREACH IF DISCOVERED. (U.P.A. by Elec. Teh Copyright) (Received Nov. 2, 7 p.m.) LONDON, NOV. 2. The Daily Herald says that the United States, at a cost of £IOO,000 is preparing a big aerial survey of the Pacific islands, nominally to collect geological and scientific information, but in reality to find what the Japanese are doing, as the United States is thoroughly alarmed at persistent reports of fortified naval, submarine and air bases in the Bonin, Marianne and Pefew Islands. If fortifications are discovered it will be a flagrant breach of article 19 of the Washington Treaty. The survey is likely to occupy a year.
