LOCAL BODY TAXES
CHANGES SUGGESTED CONFERENCE- DECISIONS Stating that local body taxation had been discussed at the annual conference and that a report had been prepared on the subject, with certain recommendations designed to improve, the position, the Municipal Association wrote to last evening’s meeting of the Borough Council asking for comments oh the suggestions. The suggestions made in the report were as follows :—-
“(1) Hospital and charitable aid charges should be transferred from the local authorities, and made a charge on .the general Government revenue.
“(2) In respect of municipal taxation, it was resolved as follows (a) The system of rating on annual value is to be preferred, provided that it is accompanied by surtax on property not adequately used by the owner; (b) where the rating is on -unimproved value, itihe council shall nevertheless levy, on annua 1 value, water - rate, drainage rate, hospital and charitable aid rate (if- this 'liability is not taken over by the general Government) and special rates on loans for water or drainage. •
•“(3) That adequate and efficient provision, should be made- for the application of the principle. of betterment in respect of municipal public works.”-
The letter was referred to the finance committee for n report.
