The Daily Telegraph’s naval correspondent, Hector By water, draws at, tention to the Japanese naval manoeuvres in. August, which are on an unprecedented scale, two'hundred ves-sels-being engaged 1 . The venue of the manoeuvres is significant, the neighbourhood of tho ex Herman islands in the Western Pacific, comprising the Mariana, Caroline, Pelom, and Marshall: groups, which are openly described as Japan’s foremost ramparts against aggression. It has been made clear that Japan intends to hold those islands, and any manoeuvres are designed to test their value aa a basis for thb- 'Japanese bait Meet and auxiliary forces.
