The latest complication in theflnaucinl situation is that two great syndicates representing the Civil Service and the postal workers have broken :off negotiations with the Government on the Budget, proposals. M. Boncour bad hoped to jilacate the syndicates by discussing the proposals before they were submitted to Parliament. Instead, he lias antagonised a, large body of the public, which resents trimming the Budget proposals in order to secure the support of particular groups.'
