DISUNITY: IN. SOUTH AFRICA. MINISTERIALIST SEAT LOST. United Press Aspn. by El. Tel;. Copyright CAPETOWN, Jan. 24. The by-election for. Betlial, -owing to Mr. Zeilman Roos’s appointment to tlie Bench, resulted in the South African Party gaining the seat by a majority of, fifty votes. At the general election the Nationalists’ majority was 107. The campaign was largely a personal duel between Mr. Pirow, who succeeded Mr. Roos as Minister of Justice/and Mr. J. IH. Hofmeyer, who is regarded as the brilliant star in the South. African Party firmameiit, but is still a man of mystery. At the by-election at Stillenbosch-, a Nationalist retained the seat,- but his majority was 'reduced .from 250 to 14.

Jan. 24. - Speaking in the Assembly to.day, General Hertzog declared hisconviction that- the South-West Africa, mandated ; territory would ultimately be incorporated in the Union,. the mandate ceasing to exist. ’
