At the Vestris inquiry, Joseph lioxtll, a negro stoker, testified that —fefFat number 4, filled mostly with women and children, was lowered vitfioi off of the water, but was never released from the ship. Boxill said .ho saw the sinking vessel draw the loaded jjo at down with it.
Apart from Boxill’s testimony, t>otli*Mr 'Jvttle’s and tho Inspection Services inquiries appeared to reach an, anti-climax during the early sessions, vvhich apparently prompted Mr Tuttle to expedite his investigation as much as possible, calling numerous witnesses in rapid succession. Captain William Bambra told much the same story as before the other investigation, adding that while he was in command of the vessel boat drills were held regularly. The hearings otherwise were occupied with unsupported statements from negro members of the crew and others, such as that the cause oT the sinking “might have been lead qn the bottom.”
