OFFENSIVE SMELL.

CREEvK AS RUBBISH TIP. WARNING TO KAITI RESIDENTS. •The offensive condition and smell arising from the Kopuawhakapata creek was.complained, of Ify the Medical Officer of Health, at Gisborne, Dr. H., B. Turbott, to the Borough Council last night. He understood that ...the Council was keeping tlie creek under frequent observation, but-he again desired to direct, attention to the nuisance. Residents, above .the new culvert and road, above the first bend, were using the creek bed as a tip and the accumulation of tins.and rubbish required., removing.- . When, this was done lie advised tike Council to notify residents that tipping. of rubbish there was forbidden. .One resident had declared that, the rubbish came in on the tide •. and .remained. there, out an inspection - showed this was wrong and that- the residents themselves were careless. Since the new road and • culvert had partially obstructed the., flow of* water, - every care must he taken to keep the creek clear until such time as tne ‘tted was naturally raised to, the level of the culverts* s ', and a free flow was again made possible; ‘ : The Mayor said that the borough solicitors’ advice on the matter was that ’ it / was •. not . within- the scope of the, borough’s activities,- ’ and the council ;; had n.O jurisdiction., the authority, concerned being the' Harbor : Boai;d.—-It was decided tjo "reply, to that effect.
