OBITUARY.

LOR D CARNOCK. , (Bni+Jub Official Wireless.) LONDON, Nov. 5. Lord Carnock, formerly known as Sir Arthur Nicolsen. died suddenly of heart, failure in London oh Monday at the age of 70. Tie had a distinguished career in the diplomatic service. Ho was Minister in Morocco from 1895 to 1904; then for a short time Ambassador to Russia from 1905 to when ho came home to become permanent Tender-Secretary for Foreign Adairs. He. retired in 1916, and received a peerage 'Times Oableio (Received Nov. 6, 7.10 0.m.) LONDON, Nov. 5. The dead diplomatist was specially distinguished for bis services in connection with the Anglo-French and Anglo-Kussian ententes. He attended the Algecirns conference, and later became an instrument in preventing German diplomacy in splitting the young Entente. He similarly succeeded, when Ambassador to Russia, in removing the old antagonism relating to Persia and Afghanistan. 11c possessed a singular •understanding of the ex-Kaiser’s mentalitv, and was the outstanding representative of the old school of diplomacy.
