The Eugenics Board, which is to come into existence for the purpose of administrating the new legislation. governing the examination and treatment of mental defectives, will not be ; appointed until early in the new year. The appointment of the Board will mark tlie creation of a new division of the Health Department the administration of. the new measure necessitating a change of quarters and a new 1 staff. This staff will be really a separate department and attached to the personnel! of the Inspector General of Mental Hospitals, Dr. ■Gray. ■ . i
