PARIS, October .24Arising from the Horan affair, the Government - is Noblet and De la Blanque on technical charges of espionage. . Last week the Quai d’Orsay issued a detailed communique setting .out that Horan, the Hearst press representative in Paris, - having .. personally failed, instructed his. employee De" la Planque to get the nava]- document, promising /a reward which De la Planque hoped would ho £BO. De la Planque told him that he '"got the document from a Quai d’Orsay official named Noblet. Hogan informed Hearst-of the method of obtaining the letter, and was instructed to see to its urgent dispatch to America with the minimum of . publicity. The Prefecture scruplously kept its promise hot to divulge its knowledge when interrogating Do-la Planque an • Nobdlet. -yet. Horan himself revealed the document’s - existence in his statement.. He also dishonestly sought to enlist the support of the * Journalists’. Association.
