Referring to the decree that Communists must leave arsenals or forswear Communism, Lord Stanhope explained that the issue was not a political or trade union one. hut a question of national safety. He told the deputation:— “AVe should be lacking in our public duty were we to acquiesce in a condition of affairs which permits avowed Communists to retain employment in such places as Woolwich or the dockyards, where great mischief and irreparable damage might be done in a. time of national emergency by people pledged to support revolutionary activities. The necessity of protecting the State from that risk is the sole motive of the- Government’s action which it is determined to enforce.”
