The election of Germany’s "Newspaper King,” Herr Hugenberg, as president of the National People’s Party, in succession to Count Westarp, denotes ' a triumph' of the extremist party. Herr Hugenberg owns scores of newspapers throughout Germany. He is a bitter opponent of the Republican policy of an understanding with France, the Locarno agreement, and the Treaty of Versailles. He is also the man behind the Nationalists "Steel Helmet” organisation, and leader of the German Fascists. His election is certain to increase the tension in internal politics. The ex-Cliancellor, Dr. Marx, is resigning the chairmanship of the Centre Party in December for reasons of health. HUGENBERG CONDEMNS REPARATION DISCUSSION; ATTEMPT TO ROB GERMANY OF DAWES PLAN. The Times’ Berlin correspondent reports that a solution of the Nationalist crisis may be followed by a worse one, the' triumph of . the extreme reactionaries which is bound to affect German jiolitical life in an important manner. The summaries of the programme and speeches of Count VVcstarp’s and Herr Hugen-ber«-'s were allowed to appear only in Herr. Hugenberg’s. papers. . Herr Hugcnljerg urged the Nationalists to attempt the regeneration of Germany without 'restoring Parliamentary tactics. He added that the reparations discussion merely indicated an attempt to -rob Germany of the advantage of the Dawes plan. Count Westarp contended that M. Poincare dul not contemplate the settlement or reparations, but is covering France s next obligation to the United States.
