MONTHLY MEETING. (Special to. the Times.) The ordinary monthly meeting of the Uawa C'bunty Council was field iii the Council Chambers, Solandei Street,!, on Saturday, I.4th April, .1928, at 10 a.m. - There were present: The chairman (C!r. E. 13. Boland), and Cits. 1). H. Hawkins, E. C. Loisel, J. McNeil, G. A. Neill, J. S. Paterson, CL E. Slmith and P. T. \Veeks. ; , Correspondence had been received and was dealt with as follows: From the Hon. Minister of Public Works setting out the attitude adopted concerning every person seeking a ihotoi 1 drivers’ license for any yertr.—Received.
From the Engineer-in-Chief, Public. Worlds Department, Wellington, enclosing copy of the Motor Vehicles Regulations 1928 and explaining several clauses.—Received.
From the Public Works Depart ment, Gisborne, advising that the additional main highways for No. 4 had been considered and that certain of the roads recommended had been accepted. The I'olaga-Tauwhareparae. road for 11—40 miles was included under the heading.—Received. From the Public Works Department, Wellington, forwarding rox>y of the amending regulations as to the use of motor lorries.—Received.
From the Public Works Depart-, ment; Gisborne, advising that a general resolution covering all roads in terms of the standard laid down would be acceptable to the Department.—Proposed by Or. Smith, seconded by Or. Weeks, that this Council agrees to eliiciently maintain, in future, to the satisfaction of the local representatives of the Public Works Department, all roads metalled from grants subsidised by the Government or the Main Highways board.—Carried.
From the Cook Hospital Board acknowledging receipt ot suggested unemployment relief works and advising that same had been forwarded to the Minister for Public Works.—Received.
From the Department of Health, advising that the Council had been appointed trustees of the Tolaga Bay Public Cemetery and enclosing copies of the Gazette.—Received.
From the Department of Agriculture'. stating that a dual pm postdip for both cattle and sheep will rot be satisfactory.—Received.
From the Department of Health, advising that the Minister of Finance has given a general direction that ,where any judicial proceedings in respect of offences are conducted by any local authority, all fines in connection therewith will be paid into the general fund of that focal authority.—Proposed by Cr. McNeil, seconded by Cr. Loisel, that the clerk be instructed to apply for a refund of the fines imposed by the Court in June last.—Carried.
From the Minister of Labor notifying that Thursday has been Gazetted as the half-holiday for the County of Uawa for the ensuing year.— Received.
From the Government Statistician advising that the Local Authorities’ Handbook will be published towards the end of April.—Received.
From the Returned Soldiers’ Association inviting the chairman and Councillors to attend the Anzac Day •services to be held on April 25th.— Received.
From F. J. Herbert, making application to erect a kerbside bowser petrol pump. Proposed by the chairman, seconded by Cr. McNeil, that the application be granted subject to the usual conditions.
From P. V. Hickey applying for permission to lay a temporary pipe line across Forster Street.—Proposed by the chairman and seconded bv Cr. Loisel, that permission be granted.—Carried.
From Mrs. I. Singe applying for permit to conduct a tea rooms in Cook Street. Tolaga Bay.—Proposed by the chairman, seconded by Cr. Paterson, that a permit be granted subject to the premises being passed by the inspector as being suitable.- — Carried.
The poundkeeper’s report showed that 21 head of stock were impounded during the month. The Health Inspector reported no cases of infectious diseases and that sanitation generally was satisfactory.
The Electrical Engineer and County Engineer’s reports were read.—lt was proposed bv the chairman, seconded by O'. Neill, that the Engineer be- authorised to procure wheels for hand cart at a cost not exceeding £s.—Carried.
The reports wore adopted. Tiie clerk was authorised to obtain a transfer of two acres from Tolaga Bay Saleyards- Company to the Council and was also instructed to ascertain if the Department of Agriculture would subsidise a sheep dip i one were erected near the cattle dip
It was also decided to publicly notify that all outstanding rates wil be sued for unless satisfactory arrangements are made for payment. <lt was resolved that the Hon. Min-inster-in-Charge of the Valuation Department, the Hon. Iv. S. Will jams, and the Vainer-General be written again asking that consideration be given to the revaluation of thrwhole County and strongly urgin . that, in fairness to other ratepayers all special valuations be withheld under Section 50 of the “Land Act 1-925,” until a. revaluation of the whole -'County is completed. Pursuant to Regulation 9, Clause 4, of the Motor Lorry Regulations. 1927. it was resolved that all motor lorries, with the exception of Classes A, B and C (i.e. exceed 31 tons) he prohibited from using all roads within the County of Uawa, from. May Ist. 1928, to 30th September, 1928. 'Or. Smith stated that a number of drovers were passing .through the County with unregistered dogs, but, as the owners must reside or have their place of business in the County, no action could be taken.
The supply of a load of rubble to the School Committee was authorised.
CV. Paterson enquired as to the position with Tegard to Mnngahcia drain and on the motion of the chairman, seconded by Or. Paterson, it was decided to write to the county solicitors asking for a reply to a letter dated November 15,’1927.
The engineer was instructed to call for tenders, with power to act, for pulling down building at Mangatuna and re-erecting portion of same as a roadman’s house at‘Caldwell’s Hill. Accounts amounting to £4,625 4s KM were passed for payment.
ENGINEER’S REPORT. The engineer's report stated “Main Highways, maintenance.— Surface repairs have been carried out with grader, on Hauiti and on Tolaga and Mangatuna. and surfacemen are engaged opening up drains arid outlets, clearing slips and putting road in. order for winter. Metalling of approaches to Mangapeka bridge has been completed, and metalling is in hand on Cook street and Forster street. .
“District Roads .—•Metalling in hand on Tauwhareparac 4-oad lias been completed. Metalling is in hand on Manga tokerau road ana good progress is being made, 25 chains, of spawl bottom' having been laid and is being broken down. As soon as breaking is completed this section will be rolled in and top course of shingle completed. Metalling in hand on Par.emata has bpen held up through access road to quarry being too wet to a Hoiy of carting of metal. Repairs have been completed on Mangatoitoi bridges and repairs have been carried out on groin damaged by flood on Rutledge’s road. Hands are now engaged grouting in a stone crossing in gorge on Mnngatokqrau road. Widening of rock cutting,
whic-h had slipped, on Kiore road has been put in hand and good progress is being made with work. Grad.ng and improvement to road surfaces has been carried out, throughout the different ridings, and surfacemen are engaged clearing slips anil opening outlets. A start has been made w.i the work of installing cattle dip at Pareriuita but lias been delayed owing to the illness of Mr. Murphy; the work, however, will be gone on with again during the coming week. The Guy lorry on order lias come to hand and is in work and. with some minor adjustments, will prove very satisfactory.” SPECIAL MEETING. A special meeting of the council was held in the Council Chambers. Solander street, on Saturday, April 14. There were present the chairman (Cr. E. B. Boland), and Councillors D. H Hawkins. E. C. Loiscl, ,1. McNeil, G. A. Neill. J. Si. Paterson, C. E. Smith, and P. T. Weeks The purpose of the meeting was consideration of the balance-sheet for the year ending March 31. 1927. The chairman stated that the bal-ance-sheet had been , received from. the Audit Department without a “tag,” which refletced great- credit on the clerk.
After further consideration it was proposed by the chairman, seconded by Cr. Paterson that the balancesheet fox 1 the year ending March 31, 1927, as : considered, be settled.— Carried. •
