Twenty-six insurance companies have commenced the payment of ten per cent, on policies held by losers in the earthquakes and fire. There arc great crowds at each office. The distribution involves 50,000,000 yen borrowed from the Government. Most of it will he- immediately reinvested in permanent construction, for which permits -are issiiable oil June I.—Sun Cable.
