s A MISCHIEVOUS MANIFESTO. DELHI. October 5. At a meeting at Bombay, Gandhi, and 50 other- extremist leaders issued a manifesto claiming that in view of the prosecution of Ali Brothers it is the right of everyone to express, unrestrained opinion about offering their services or remaining in the service of the Government, whether civil or military.
