The Council of Five discussed the blockade of Russia. Americans urged that it should be raised in view of the fact that the Entente was not at war with Russia. The Council decided to direct President Wilson’s attention to the undesirable consequences of lifting the blockade,. which would enable exclusive revictualling of the Red Army to the detriment of the Bolshevik masses.
