A resolution has been introduced in the House of Representatives, demanding that the President declare martial law in Washington in order to prevent a recurrence of race riots. It is declared that the police force in the city is unable to cope with the situation. • The chaplain of the House offered a prayer that the riots might not recur. OUTBREAK IN CHICAGO. TWO NEGROES KILLED AND FIFTY PERSONS INJURED. (Received July 28, 8.5 p.m.) NEW YORK, July 28Race rioting has broken out in Chicago. Two negroes were killed and fifty persons, whites andi blacks, were injured. The rioters used clubs, knives and revolvers.
