JAPAN AND AMERICA.

gjP JBOUXT ISHII EXPLAINS RECENT | SPEECH.

SORRY SENATORS MISUNDER- * STOOD POSITION. Australian and N.Z. Cable Association (Received March 30. 12.5 a.m.) NEW YORK, March 28. Mr. David Lawrence, Evening Post Washington Post correspondent, interviewed Count Ishii, who said:—i“l am sorry some of the American senators misunderstood my New York speech. I had no particular instructions from my Government to make this speech, but the subject is very close to the hearts of the Japanese people. We must go to the source of all friction between the peoples jn order to establish a League of Nations which will prevent war. What Japan seeks is largely sentimental. I said nothing in tlie speech which would give a basis for believing that Japan intended to have us open the gates to unrestricted Japanese immigration. The quarrel between American and Japanese soldiers at Tientsin was merely a local brawl, likely t-o occur wherever large bodies of soldiers congregated. The Korean uprising was merely the work of young Korean students. The Japanes administration of Korea has been excellent.
