YESTERDAY’S CONFERENCE

COMMITTEE TO FRAME BYLAWS.

j Considerable interest was evinced j in a conference held at the Borough > Council Chambers yesterday to con- ( sider the question of the provision of i regulations dealing with motor traffic ! generally. The following representatives of the various bodies were present :—Borough Council: Th c Mayor and Cr 11. E. Hill; Waikohu County Council: Messrs L. B. Tullock (chairman), C. H. Bridge, R. IX Dymock and Benliam; Te Kanaka- down Board : Mr A. M. Lewis; Mangapapa Town Board: Mr J. R. Redstone; Cook County Council: Mr J. Warren ; Motor Association: Messrs S. S. Lean and E. L. Lees. The Mayor (Mr W. G. Sherratt) who was voted to the chair, said the meeting had been called by the Waikohu County Council to consider the question generally. Mr Tullock said that the time had arrived when they should enforce bylaws to regulate motor traffic. Mr C. H. Bridge said that the fact that the conference was now meet ing showed that local bodies were agreed that regulations governing motor traffic were necessary, there should be by-laws operative throughout the Dominion but in the meantime the traffic should be regulated by local bodies. It was not the intention of the Council to submit bylaws but for the meeting to adopt a principle that by-laws should ho framed. Without exception quite a large number of Councils had replied that they either had regulations _ in operation or contemplated making them. They were to a certain extent helping the Government if they took the matter up. He moved that _ tho meeting adopt the principle to jointly make bv-laws to be operative within the whole of tho district's. A subcommittee could be set up to frame the by-laws. Mr Redstone seconded the motion. .. ~ Tim chairman said that all tho Councils would have to make similar by-laws. ~ , . , Mr S. S. Dean said the speed for Gisborne differed from the various Counties, which also- differed between them selves. It was absolutely necesI sary to license drivers. Mr Lewis supported the scheme and I said that drivers should certainly be licensed. , . ~ , ~ i Cr Hill said ho thought that the Waikohu County would have had bylaws prepared. ’ There was an article in the Gisborne Times which covered nearly .all the regulations. It would be a very good, tiling to consider the suggestions set out m tho Times. In fact they could not. do better than consider the suggestions, in conjunction with the proposed byMr Bridge said he thought the local bodies should discuss the principle first. It was a matter which would have to be carefully dealt " Th’e chairman moved that the chairmen of the local bodies with their respective clerks should confci with a view to drawing up by-laws. The motion was. carried and the Motor Association was requested, to also appoint a representative. Cr Hill moved that an inspector should be appointed to carry out the Mr Dean said the Motor Association would 'undertake the issue-of license)’, if given 50 per cent of tlic f °lt was eventually decided that the committee referred to should by-laws to be submitted to a f.utur meeting.
