Refugees from Northern France state that German troops, even in the first line, are now on very short rations, and the morale of the army is - affected by the sight of endless trams of wounded from the front. Men are deserting in groups, of two or three hundlred, crossing the Dutch frontier, by bribing the sentinels, who are -unable to cop© with the deserters, who are too ..numerous. In some cases whole regiments refuse to advance, and they are isolated and deprived of food until consenting to fight. Summary execution lias been abandoned as a punishment, as men aie too valuable. The American peril is the chief theme of conversation amongst the German soldiers.
