GROYNE CONSTRUCTION.
HARBOR BOARD CHANGES ITS MIND. WORK TO BE DONE BY CONTRACT. TENDER OF MR J. A’. NICOL ACCEPTED. When the construction of the groynes in the inner harbor was under consideration at a meeting, of the Harbor Board, last month, it was decided to carry out the work by day labour, the Board being of tbe opinion that the work could he more advantageously done •by day labour than by contract. The Board had previously called for tenders. and two -or three had been received. Certain developments have arisen since then, and further information was obtained which the Consulting Engineer, Mr Leslie Reynolds desired to place before the Board. For that purpose a special meeting of the Board was held yesterday afternoon, the members present being Messrs G. Smith (acting chairman), T. Quirk, A. M. Lends, 11. White, J. Tombleson, W. O. Long. J. W. J. Preston, T. IToklen and Dr Collins.
The Board went into committee to consider the matter and after a discussion lasting about an hour, resumed in open Board, when it was reposted that tlie following resolutions bad been carried: “That the Board rescinds the resolution passed on February 25, deciding to carry out the work by day labour.” “That the Board accepts Mr J. A. Nicol’s tender at £II,BOO for tbe construction of the two lower groynes, 13 and C, subject to an •arrangement being included, pro. viding that deduction for materials not used shall be allowed to the Board, and subject to Clause 4 of Mr Reynold's conditions of contract being inserted in the general conditions of the contract; and also subject to arrangements being completed as per memo of Mr Nicol’s verbal suggestions as laid before the Board,” Mr White did not vote on the above resolutions. Clause 4 of Mr Reynold’s conditions of contract 'provides for the following:—“The engineer may from time to time omit or alter an v part of the work, or lie shall require extra work to be done and shall' estimate the cost of such alterations of extra work and may add to or deduct ‘same from contract price at schedule rates and if any alterations or additions shall comprise 'any descriptions of work not set forth in schedule, the Engineer shall fix the value of such alterations or additions, but no extra additions or alterations whatsoever will be admitted or recognised or allowed or paid for by the Board which shall be done or executed without or contrary to an ordei’ from the Engineer in writing. The Engineer will estimate the extra time, if any, which such alterations or extra work may entail and extend accordingly the time stated in the contract for the completion of the work.” It is understood that Mr Nicol’s suggestions were on somewhat similar lines. Groyne B is to be erected on the Kaifci side about opposite the Harbor Board office, extending about 120 feet into the river and 190 feet seaward: Groyne C is to be placed about opposite the slip-way and will extend about 250 feet seaward. It is understood that the contract time is twelve months.
