ATTESTATION AND MEDICAL EXAMINATION.

- REVISED INSTRUCTIONS

Revised instructions have been issued to group commanders d'ealing with the attestation and examination Of recruits. ;

Attestation and Medical Examina- - j tion. . It has been decided that, irrespective of whether recruits voluntarily enlist or. are culled np for service, or are drawn in the ballot, they'must now be attested by a. district;attesting officer, and medically examined by a district Medical'Board. This applies to 19-year old: and 20-year old recruits, as Well as to volunteers from Classes A and .B of the Second Divison. This cancels all previous instructions whereby recruits were attested b v any authorised attesting officer and were medically examined by any authorised medical practitioner. Voluntary Enlistment. This is confined to the following: Nineteen and 20-year old youths, and Classes A and B of the, Second Division.

Twelve Weeks’ Leave Without Pay. Men of Classes A andi Bof .the Second Division may be accepted as voluntary recruits with the privilege of enlisting for the purpose of proceeding to camp in accordance with the time-table given below. The policy of the Department is that Second! Division reservists (voluntary and balloted men) are to have at least 12 clear weeks in which to arrange their private affairs between the date of medical examination and the date of concentration for the purpose of proceeding to camp. Volunteers attested and medically examined (or balloted men medically examined) between - the following dates will be ordered to concentrate with the drafts arriving in camp as under: Medical examination October 18 to December 12; Arrive in camp March 5 to 9.

Exam —December 10 to January 5; arrive—April 2 to 6. Exam. —January 7 to February 2; arrive—April 30 to May 4. Exam. —February) 4 to March 2; arrive—May 28 to . June 1. Exam. —April-1 (o 27; arrive—July 23 to 27. Exam. —March .3 to 30; arrive — June 25 to 29.Exam. April 29 to May 25; arrive— August 20 to 24. Exam. —May 27 to June 22; arrive —September 17 to 21. Exam. —June 24 to July 20; arrive—October 15 to 19.

Exam. —July 22 to August 17; arrive —November 12 to 16. Exam. —August 19 to September 14 ; arrive—December 10 to 14.

Certificate of Enrolment. Every recruit should!, on attestation surrender his certificate of enrolment to the district attesting officer. Voluntary recruits must surrender thencertificates before attestation, except in the case of 19-year old men, who are covered by other instructions.

Medical Examination. In every case attestation must precede medical examination. Recruits must, bring with them any medical certificates they desire to present to a Medical Board. Failure to produce these certificates before examination will be regarded as a ground for re. fusing re-examination. Previous orders as to re-examination of a recruit whose original examination took place more than three months prior to the date of concentration are cancelled.

Second Division men called up under Section 4 (after conviction for failing to register) will not receive any leave, but will be sent direct into camp, either for foreign or home service, according to medical classification. Men called up under Section 35, will be medically examined in the usual way: Thev will be given leave without pay until (late of first concentration. It has been decided that where a Second Division reservist drawn in the ballot fails to attend for medical examination on the date ordered, he will forfeit the privilege of having twelve clear weeks from the date he actually does attend, unless he proves that his failure to attend! on the date ordered was through causes beyond his control. The circumstances must be reported to the officer commanding the district for his decision as to whether the man is or is not to be granted twelve weeks’ leave after medical examination. Where the leave has not been extended, the defaulting recruit, ou being passed for foreign service,’will be ordered to concentrate on the date which would have been set down in accordance with the original time-table (as if be had actually attended when ordered), thus a defaulting recruit will be ordered to camp as if lie bad presented lnmself for medical examination -on the proper date. If any man raises objection to this procedure the district attesting officer is directed to “carry on,’’ and the man will be advised to lay his case before bis group commander, who will report the circumstances to the officer commanding his district for orders. ,

WELLINGTON, Nov. G. The next ballot under the Military Service Ac-t will be taken three weeks lienee. It is likely that the number drawn from Glass A, Second Division, will lie tile same as last ballot (5000). Four .weeks later the remainder of Class A will bo called up en bloc. The Recruiting authorities are arranging that the medical examination of the Second Division recruits shall be .conducted with a minimum delay. Recruits wishing to place the evidence of their own doctors before the Military Medical Boards must produce medical certificates, verbal statements being insufficient. Dental officers attached to district Medical Boards cease duty at the end of Ibis month and dental examination and treatment of all recruits is to be undertaken' in the camps.
