RUSSIAN FOOD CRISIS.
MUNICIPALITIES TO DISTRIBUTE. 'Fhe Times. PETROGRAD. March 12. Demonstrations in outlying districts and the manufacturing quarters resulted in great damage. The windows of shops and factories' where the workers refused to strike were broken. Cossacks are patrolling where the crisis was more acute. When knowledge of the outside evi nts became known tli- Dumi suspended discussion. M. Rodianko demanded that the Government call a conference in order to avert a crisis. The Prime Minister agreed to a conference. The Government, Municipal, and Duma loaders met, and it was decided to hand over the food distributions to tlie municipalities. It is noteworthy that M. Protopopoff was not invited to the conference. at which Prince Galitzin presided. The Duma on J uesday passes a Bill placing control of food supplies in the hands of the Zemstvos (municipalities) throughout the Empire. DUMA SITTINGS SUSPENDED. The Times. (Received March 13, 10.10 p.m.) PETROGRAD, March 13> i Two Imperial ukases on Monday simp ended sittings of the Duma. The Council of Empire will resume sittings in April.
