ITALY’S NEW EPOCH
“King Victor Emanuel’s speech at th eopening of the new Parliament has elicited general satisfaction owing to its marked democratic tone,” says the Milan correspondent of the “Chronicle.”
“A remarkable announcement in the speech concerns tlie projected reforms in elementary, secondary, and university education, as well as in technical and industrial institutions, so as to level up the moral, intellectual, and practical standards of the entire nation. The civil and commercial codes are to be so revised as to secure for Italian women full leS l * l rights. “Amidst thunderous cheers in every part of the Roman Senate House, Italy’s democratic Monarch declared: ‘This day when we are here to inaugurate is not merely a new Parliament, but a new epoch fri Italian life.’ ”
