The House of Commons by 204 votes to 159 read a second time the Scottish Liberals’ Home Rule Bili. Mr. MacKinnon (Secretary for Scotland) expressed the Government’s approval of the principle of the Bill, hut did not commit the Government in regard to details. Mr. Balfour made a vehement protest against the Bill being introduced prior to the greatest inquries in Scotland, and described the scheme as alegislative absurdity, as it was impossible to make a Federal system in four provinces, whereat England would be one. The system would be so lopsided and top-heavy that it would bo impossible to maintain equlibrium for any length of time.
