JAPANESE PREMIER’S POLICY. FRIENDS WITH TRIPLE ALLIANCE. ' (.INDEPENDENT PRESS CABLE] LONDON, Dec. 24. Prince Katsura, the new Premier of japan, has been interviewed at Tokio. He declared that the essence of his foreign policy would be peace in the Far East, with the Anglo-Japanese and Russo-Japanese and Franco-Jap-anese ententes as supports. He did -not contemplate a forward policy against China, and there were no grounds, he asserted, for Chinese apprehensions. With regard to finance, he intended to retrench and economise. He thought foreign loans were inadvisable, but outside money would possibly be required for loans in Korea.
