PORTE’S APPEAL FOR MEDIATION

It is reported to be the intention of the Porte to declare grain contraband. This will paralyse the Russian export trade, and has caused the Government to enter into negotiations with Turkey. CONSTANTINOPLE, Oct. 9. Forty-two thousand men are mobilising at Salonika. The export of produce has been prohibited, the Government commandeering supplies. Four Monastier battalions have proceeded to Elassona. ATHENS, Oct. 9. The Corinth Canal Company lias closed the canal against Turkey and Italy. The Chamber of Deputies at Samos protested against Turkish troops landing, BERLIN, Oct. 9. The Porte’s note appealing for mediation by the Powers intimates That it is willing to cede Tripoli on certain conditions. CAPETOWN, Oct. 9. The Porte’s note seeking information on the basis of mediation insists on the recognition of her sovereign rights. It is understood that Assim Bey, the Minister at Sofia, accepts the Foreign Office. Assim Bey is a Young Turk, and is described as unyielding and straightforward. The appointment may indicate a hardening of the Turkish attitude along the lines of union and progress. The Central Committee at Salonica, hearing that Said Pasha was negotiating peace, sent a message declaring they would resist Tripolitan occupation to the death. THE SURRENDER OF TRIPOLIWHAT THE ITALIANS FOUND. ROME, Oct, 10. After the landing, Hassan Pasha, the Mayor of Tripoli, surrendered the town, and the deputy Vali handed over the. Government offices. Hassan Pasha has now been appointed Vice-Governor. The Italians found new Krupp batteries of guns with a range of six miles, but the Turks evidently did not know how to use them. The Genmaui Consul urged an immediate landing because of the mob sacking the city. The Arabs are grateful because their mosques have been undamaged. The Italians captured twenty-five Turks at advance pests, and twenty-one machine grins. It is officially announced that the .Porto lias acceded to the request of the German Ambassador, and is not expelling Italians from Turkey. SOFIA, Oct, 10. A semi-official Note states that the Government requested the Porte to. discontinue military preparations on the Turko-Bulgarian frontier, with a view to the quietening of public opinionA portion of the First Bulgarian: Reserves will shortly be mobilising. that Ottoman bonds, which, on the outbreak of hostilities, fell about 9 per cent., have since risen about 3 per cent. CENERAL EUROPEAN WAR. BRITISH PRESS COMMENTS. The British newspapers generally denounce Italy's action in unmeasured terms. The opinion is that she is bent on seizing Tripoli, and has ruled diplomacy out of court by her precipitate act, giving Turkey no chance to negotiate terms. They charge Italy with recklessness that may have the most deplorable consequences, especially to the Powers that have Moslem subjects in Africa and Asia. Besides this, it is claimed that there is a likelihood that war will re-open the Balkan complications, and it is suggested that the result may mean the Moslems preaching holy war against the Christians, the possibility of Turkey seizing Thessaly, and, lastly, a general European war. WANTED MONEYTURKEY HAS ONLY £1,000,000. It is reported that Turkey’s greatest trouble is lack of ready money. Their need is acute, and the country ,is facing a possible big war with a ridiculous sum in the Treasury. The Public Debt Institution lias been asked to provide £10,000,000, but has informed the Government that no more money is available. Therefore the nation is going into acton with only about £1,000,000 sterling in hand. MINtSTERS’ VIOLENT SCENE. GERMANY ACCUSED OF HYPOCRISY. The German Ambassador in Constantinople reports a violent scene that- lie had with, the Turkish War Minister, Skefket Pasha. The latter accused Germany of hypocrisy, and declared that the Kaiser s Ministers could have prevented the war had they ohosen to do so. The -impression in diplomatic circles is that the war will be of short duration. Some of the big banks profess to have information that the struggle is already virtually over, but this depends on the assumption that Turkey will submit, after a show of opposition, to the loss of Tripoli, and will not embark on reprisals against Italian subjects and commerce.
