Public opinion is renewing the impatience shown at the slowness of the Moroccan negotiations. The delay is tending to the growth of sentiment against the proposed Congo compensations. BERLIN. Oct. 10. The Pan-German press is urging the Government to seize a favorable opportunity to break off the negotiations, declaring that Britain is embarrassed in regard to Tripoli and would be unable to aid France.
