Disregarding President Taft’s telegraphic protest, the Senate has amended the Anglo-French-American arbitration treaties, eliminating the provision conferring special powers on the joint High Commissioners. Old-world dominance is feared by the Senators, reference being made to Mr. James Bryce’s book on the “American Commonwealth,” which, years ago, attacked the Senate for political bias in treaty-making. President Taft did not intend to agree to deletion of the objectionable paragraph, and the fate of the treaties hangs in the balance.
